We used to start a project with a partner and went for a cheap hosting from eBay (not too good to mention company name) and the uptime sucks. Many a times the server is down and basically you can't do anything. If it is a personal blog, then it doesn't really matter that much but if you intend to earn income from it, follow Kian Ann's advice and don't pay peanuts :) I use Hostgator too and their support + uptime are good.
